"news4 today" continues at 5:00 a.m. and now, from washington's leading news station this is "news4 today." thousands of lives at risk right now as the military in syria prepares to take drastic measures against its own people. plus, we're learning more about some big changes to metro's new silver line that will cost the agency millions. good morning, everyone. i'm richard jordan in for aaron. >> and i'm eun yang. welcome to news4 today. let's take a live look outside at 5:00 a.m. 37 degrees outside our studios right now. we were talking about hitting near 60 yesterday at this same time and it is a shock to the system. we listened to you, we knew this

was going to happen, but it still hurt when i got outside. >> the reality of it is amazing. just 36 days ago, it was 70 degrees. now we've dropped to 40 degrees, much of the region. there's a lot of blue, that means it's below freezing. all those areas in blue are generally in the low 30s and 20s. covers much of virginia and maryland and west virginia and all around the northeast, all the way down to the carolinas into the midwest. it is below freezing. and we've got a clear sky now. there are some high clouds drifting in the midwest. they'll be coming our way later today. here's your forecast hour by hour through the day. cold morning, dress accordingly. by noontime, still cold, only around 40. ought to hit mid 40s by mid afternoon. latest on that and the hometown forecast will be coming up in just ten minutes. back the you. we are following some breaking news right now on the beltway. tony tull is lye on the scene with the latest. good morning, tony.

>> richard, good morning. a few folks out there waking up and travel the outer loop near the 270 split. it's going to be a rough morning for you here. you can see a tractor-trailer overturned on its side. this happened just a couple hours ago. right now, we have -- looks like one lane of the outer loop blocked. right now they have a tow truck here. they're going to try to up right this tractor-trailer here. we hear that there may be some produce inside, so they just brought in literally about two minutes ago a small bobcat, or a small bulldozer. so they're expecting some of the produce to flow on to the outer loop here and that may cause some additional delays. we did talk to the state highway administration and they told us that this may not be cleaned up until about 10:00 or 11:00 a.m. this morning, so if you travel the outer loop near the 270 split, it will be a long drive. right now, we'll toss it back to danella. >> thank you for that update. also checking the beltway right now, this time as you make your way towards bw parkway, road

work had one lane getting by in both directions. it's clear. your travel lanes are open. if you're taking the rails, open with no reported delays. a new report will be presented to metro's board that details the system's decision to extend how far new silver line trains will run. silver line cars were originally supposed to run between the new wheelie reston east station and stadium armory, and now they will run all the way to largo town center. safety concerns were a major reason for the change. the stadium was too st. paul and couldn't be up grated to meet ntsb safety standards. the change will cost about 4.6 million in the first year and it will reduce the number of orange and blue line trains, eliminating new rush plus service on the line. breaking news this morning out of egypt. at least five people have been killed in the streets of cairo after more clashes overnight in front of the palace of president mohamed morsi. last night, the city saw the worst violence since last month

when morsi announced near absolute power. the conflict continues over the proposed constitution drafted by morsi's allies. many fear it would revert the country to an authoritarian government. we're getting more news about the united nations peace envoy for syria. that meeting is expected to happen later today in dublin. the military there has reportedly begun loading aerial bombs with a deadly nerve gas. this meeting signals fresh hopes of a breakthrough to end syria's 21-month civil war. new this morning, d.c. firefighters are trying to figure out what sparked the flames at an apartment building in southeast washington. this fire started around 1:30 along minnesota avenue. fortunately, no one was hurt. we're told at least three families had to find another place to sleep. this morning, d.c. police are trying to figure out what led to a stabbing in front of the australian embassy. this happened just after 10:00

last night. police tell us a man was stabbed in the side and was conscious and breathing when they arrived. there's no word this morning on the man's condition or any arrests. people in one part of prince george's county are getti intins flier in efforts of finding a teen's killer. the victim pictured is 14-year-old elezer reyes. he was with two gang members when he was killed yesterday morning. a van pulled up and someone from the inside started firing. a $25,000 reward is being offered for information that leads to an arrest and conviction. a memorial will be held this weekend to remember a college student from northern virginia killed in the caribbean. 22-year-old casey schulman died in a snorkeling accident last saturday. she was with a semester at sea program. she was hit by a boat's propellers. schulman graduated from stuart high school in falls church in

2009. the public memorial is scheduled for saturday morning at 11:00. today the first family will really get into the holiday spirit lighting the national christmas tree. this year's event included several star-studded acts. megan now with a preview of the big event. >> reporter: this is the 90th annual lighting of the christmas tree. this started in 1923 with calvin coolidge and that tradition continuing today, with lots of things that are new this year. you see the stage brand-new. the orientation of the stage is new as well. it's got kind of an interesting perspective. you see the tree to the left of the stage, and then you also see the white house. they switched things up a little bit. we also have a new tree this year. i'm joined by scott tucker with the national park service. talk about the tree itself. because that's the highlight of this event. what happened? we have a new tree. >> we do have a new tree. back in president's day weekend of 2011, the wind storm came

through d.c. and snapped the tree that was planted in 1978. we transplanted a new tree because the national christmas tree is a live, living tree. we transplanted in one in march of 2011. that one didn't make it. and so this year, roughly a month ago, october of this year, we transplanted this 30-foot-tall colorado blue spruce from northwest west virginia and we're looking forward to many christmass with it. >> the pre-event is 4:30. >> correct. we hope everyone's in their seat by 4:30 when the pre-show will begin. 5:00 is when the big festivities start and it's about an hour-long program. >> reporter: okay, thanks so much for joining us. coming up later, we'll talk about the star-studded lineup and some of the things we're expecting to see later on this evening. reporting live from the ellipse, megan mcgrath. it could make a mess of traffic tonight. 15th street will be closed between constitution and

a chaotic scene in one new york neighborhood comes after a

standoff that started when police went to arrest a man and he pulled a gun on them. he was wanted for firing a gun at two people back in september. as he tried to make a run for it, officers pounced on him, but then as police officers made the arrest, neighbors stormed past the police line. no one was hurt. oddly enough, though, the man's relative was also killed in a police standoff earlier this year. >> thousands of pages of documents reveal more details about accused gunman in the colorado movie theater massacre. james holmes is accused of injuring 58 others in the aurora theater shooting. he was wuonce a student at the university of colorado. university officials raised safety concerns when police identified holmes as the shooter. one e-mail stated holmes had a brief relationship with a graduate student but was not dating her at the time of the shootings. documents also noted that holmes signed his e-mails cheers, james holmes. the family of a man pushed

off a new york city subway platform is speaking out for the first time. officers say the men got into an argument on a subway platform, then davis shoved hahn on to the traffic. she says she doesn't blame bystanders for not saving her father. >> yeah, the thought of someone helping him up in a matter of seconds would have been great, but yeah, like i said, what happened has happened. >> detectives said davis made statements that implicated himself for the crime during question. this morning, software founder john mcafee is in police custody in guatemala. authorities arrested him for entering the country illegally. this came just hours after mcafee tried to seek political asylum there. he is known for developing anti-virus software. he's considered a person of interest in the shooting death of a neighbor. mcafee insists he did nothing

wrong. fiscal cliff negotiations are looking gloomy with no meetings planned for today and many lawmakers already on their way home for a long weekend. yesterday's negotiations consisted on a phone call between president obama and house speaker john boehner. both are still sticking to their separate plans. the president's plan raises taxes on the top 2% to raise 1.6 trillion in revenue, while the gop wants to close tax loopholes to raise half as much. >> we can probably solve this in about a week. it's not that tough. but we need that conceptual breakthrough that says we need to do a balanced plan. >> i'll be available at any moment to sit down with the president to get serious about solving this problem. >> the white house says they are also concerned that republicans may use the debt ceiling, which will need to be raised early next year to get their way on tax and spending cuts. the pentagon is already planning major cuts in case there is no deal. the preliminary plan is to cut

500 billion dollars in jobs and programs. the pentagon's spokesman says those cuts could force the defense department to abandon its new military strategy. it's also likely to affect spending on weapons and technology programs as well as how the military provides for troops and their families. two australian radio hosts are apologizing for a prank call that revealed confidential information about kate middleton. >> oh hello there, could i please speak to kate, please, my granddaughter? >> oh yes, just hold on, ma'am. >> thank you. >> after impersonating the queen and prince charles, they were connected to a nurse in middleton's ward. she revealed the duchess of cambridge had not experienced any morning sickness recently. the hospital says it is reviewing its phone protocol and is considering taking legal action against the radio station. in the philippines, the death toll is climbing after a powerful typhoon lashed parts of the south pacific. this morning the number of deaths climbs to 350 and about 400 people are still missing.

many of the dead and unaccounted for are from the southern parts of the nation. in one area, about 80 villagers and soldiers died if a flash flood that swamped two emergency shelters. a national weather service in the u.s. is reconsidering how they're issuing warnings. they're considering a new plan even if storms are no longer a hurricane or tropical storm. some have criticized the national hurricane center because it stopped issuing hurricane warnings after sandy's wind speeds dropped, which many have said caused people to disregard the danger of storm. meantime, the senate transportation committee will hold a meeting today to discuss thousand storm damaged transportation. meantime, the district is about to get more help from the federal government for sandy cleanup. president obama has declared a major disaster in d.c. he ordered federal aid to supplement recovery efforts in areas affected by october's massive storm. the president made an emergency declaration for the district shortly after sandy, but a major disaster declaration means more

long-term federal aid. it is earth like we've never seen it before. nasa just released what they're calling black marble images of the planet at night. you might be familiar with seeing the earth during the day, which is known as blue marble photos. engineers say getting a picture this clear at that time of the day is extremely rare because of cloud cover and seasonal changes. >> yeah, look at that. >> beautiful. >> really nice. the time right now is 5:21. time to get a check of weather and traffic on the 1s and get ready for a cold little blast when you step outside. >> what's going on out there? >> we're in the earth's shadow now and it is cold here. we've got the festive lights that are now lighting up many neighborhoods and it's certainly now feeling like the holidays. it's down into the 20s. much of the region, we've dropped about 40 degrees here in the last 36 hours and it will be at our below freezing most of the region from the mountains and the valleys all the way

through 8:00. we will climb to near 40 by noontime and into the mid 40s by afternoon time. the four-day forecast showing clouds moving in tonight. i think we're going to have a lot of cloudiness around on friday, saturday, and sunday. slight chance of sprinkles tomorrow, but a cold start, afternoon highs reaching 40 degrees. some of the colder valleys could have perhaps freezing sprinkle activity. we'll keep an eye on that. that would be for tomorrow morning. and during the day on saturday, milder air moves in. a lot of cloudiness. maybe a sprinkle. highs reaching the low 60s during the afternoon after a foggy start. on sunday, a lot of clouds, a bit cooler. the seven-day outlook into next week. monday it's looking cloudy, too, and the likelihood of rain is we'll have a front coming in from the west. that front will warm things up.

does look like we'll have a good chance of showers during the afternoon into the evening and then getting chilly again on tuesday and wednesday. i'll be back in ten minutes. danella here with a look at traffic. good morning. >> here i'm following news on the beltway. if you're traveling the beltway, outer loop of the beltway, expect a crash that's going to last all morning long, it involves a tractor-trailer at i-270 right now blocking the right lane. it's still on its side. at some point they're going to have to turn the tractor-trailer back on to its wheels and it may block more of your lanes. let's shoot over to 395. this accident just happening. and now you can see northbound 395 at duke. just the left shoulder lane gets by the crash there. just taking up the road in this area. i want to show you, good news is your volume is still pretty light as of right now. but that may change in about ten minutes or so. so if you're traveling 395 eastbound in virginia, expect some delays until that crash clears. still checking the rails and they're all looking good. back over to you both.

>> good news this morning about a well-known breast cancer drug. it turns out taking it when taken for a long period of time can be a lifesaver. a study finds that women who took it for five years had a third less chance of dieing from the disease, but new study found their risk was cut in half if they took the drug for ten years. doctors say the finding is significant. >> it has huge worldwide public health implications because the price is very low and the efficacy is extremely high. >> it has possible side effects from hot flashes to blood clots and an increased endometrial cancer risk, but doctors say the risks are not enough to offset the benefits. well, children may be exhausting, but having a child could actually extend your life. a new study reveals parenthood cuts the risk of early death, especially among women. the early death rate from circulatory disease, cancer and accidents from childless women

was four times as high as that among those who gave birth to their own children. it was 50% lower among those who adopted. how about that? >> so children are going to pay off for you. today the nhl players and owners hope to move closer to ending a months-long lockout. no hard details have been released, but the players union and owners did exchange new proposals. players say they will meet internally today to go over the new offers before returning to the bargaining table. the lockout is now in its 83rd day and the sides are still split over how to divide league revenues. well, redskins rookie quarterback rg3 is already headed to the hall of fame. griffin's grass and dirt stained jersey and cleats from monday night's win over the giants are headed to canton. the rookie ran for 72 yards in the game, which helped him break the single season record by rushing for a quarterback with 714 yards. cam newton set the previous record just last year. griffin said it is awesome, but

to the mid to upper 20s right now. a tremendous change from what it was just 36 hours ago. remember that was a brief fleeting memory. it was around 70 degrees just a couple days ago. well, take a look now at the view from space. we've got a clear sky over the region now there. are a few clouds drifting in from the west. those will be sweeping over the area during the afternoon areas and by then we'll be climbing into the upper 40s, but it's going to be a cold morning. wear your puffy coat. you'll need it the next couple hours. around 40 for your lunch hour. and then coming back home from work and school from the mid 40s back down to the low 40s by late afternoon. i'll be back in ten minutes with a hometown recast. >> we have some breaking news on the beltway that could impact your morning commute. tony tull is live with the latest. good morning. >> reporter: that commute is already starting to be impacted, as you just mentioned. you can see cars starting to slow already here on the utter loop of the beltway right by the 270 split. the cause, that overturned

tractor-trailer. we did talk to the state highway administration. they told us this will not be clear until about 10:00 or 11:00 this morning. the reason, well, you can see those state highway workers, they are unloading the contents of that trailer by hand. you can see the bobcat, the mini bulldozer there, to assist them. we're told it may be some produce in there. we haven't heard exactly what is the contents of that trailer. but again, this overturned tractor-trailer on the outer loop of the beltway closing one lane by the 270 split. again, will not be cleared until about 10:00 or 11:00 this morning. we're going to continue to stay on this. but for now we'll toss it back to danella. >> thank you, tony. i'm also checking an accident right now, if you're traveling 395. the crash northbound had just the left shoulder lane getting by. now you can see the left lane gets by, but again, you're still down to one lane. the good news is that crash looks like it's just being pushed over to the right shoulder lane. so hopefully as you travel 395, you'll get your lanes back open. now, let's head over to 50 in

maryland. as you make your way past davidsonville road, heading towards the district, nice and clear in both directions east and westbound on 50. connecting to the beltway, no issues as all. from 50, inner loop and outer loop nice and clear. i'm back in ten minutes. back to you. a major step for gay rights in maryland today. today the state will start issuing marriage licenses for same-sex couples. the documents issued today will be post dated as january 1st, 2013. the states attorneys generals office is allowing this to avoid a backlog. the vote helped couples better plan their ceremonies. >> they really wanted maryland. they didn't want to go to d.c. they didn't want to go to delaware. so they were just kind of waiting. i've been doing ceremonies in maryland, but normally they get married in d.c. first and do a big wedding ceremony for family and friends in maryland. >> port officials say the process could cause a backlog on

marriage licenses today. their computer systems typically don't process post dated documents. today licenses will also be available for same-sex couples in washington state. the state's governor signed the law into effect yesterday, but it actually goes into effect today. some counties there started issuing wedding certificates and licenses just after midnight because there is a three-day waiting period, the earliest that wedding can take place is sunday. also today in washington state, recreational use of marijuana is legal. new this morning, at least one person is in a hospital after a condo fire in alexandria. the flames broke out after midnight inside the building along south washington street. we're told at least one person was taken to the hospital with burns and smoke inhalation. the cause of the fire is under investigation. fairfax county firefighters say a natural gas leak may be to blame for this house fire. take a look at this home video of the flames along davisfield lane in springfield. the fire sparked around 8:00 last night. crews quickly put the flames out. the family wasn't home at the time.

the homeowner tells us she's grateful firefighters were able to save what they could. >> i have mixed feelings. on the one hand, my rational side says we'll get through. this of course, it's also very emotional. and they were kind enough to bring my scrapbooks out and i put those in a neighbor's house. so i'm happy about that because that's what i really cared about, the pictures. >> no one was hurt. the family is now staying with friends. one person was rushed to the hospital after a serious car accident in prince george's county. chopper 4 was over the scene last night along route 197 in laurel. police say two people were ejected from their vehicle after the driver lost control shutting down route 197 for hours. one of the people in the car has life threatening injuries. police are still trying to figure out exactly what led to that crash. >> there are new allegations this morning that campaign staffer mayor vincent gray may have concealed donations during the 2010 election. that's according to "the washington post." they cite several people

familiar with the fbi probe into gray's campaign who say city employees and contractors were promised that their contributions would not be reported. that is against city campaign finance laws. the unreported donations are separate from what investigators call an illegal shadow campaign that raised more than $600,000 for gray. the brother of former d.c. council chairman kwame brown is facing bank fraud charges, the same charge that led brown to resign his council seat. he made false claims about his income on a mortgage loan application in 2010. his attorney says that brown plans to plead guilty. che brown also pled guilty to a similar charge in 1995. invasion of privacy or creative marketing? that's the question behind new technology that verizon is working on. according to a patent application, the company is trying to create a device like a dvr that can record your every move. the idea is to cater tv ads specifically to you. but some say the device crosses the line, and nbc technology

memorial for saturday morning at 11:00. cuba is accusing the u.s. of lying about the health of a maryland man imprisoned in their country. cuba's foreign ministry says speculation that alan gross has cancer or that his health is deteriorating is false. they say he has been treated decently while in prison, seeing qualified doctors and speaks often with friends and family. the u.s. has increased pressure on cuba to release gross, who has lost 100 pounds and developed a mass on his shoulder. cuba wants a trade. they will release gross if the u.s. allows five cuban spies to walk free. today quantico's bid commander -- the pre-trial questions if bradley manning's case should be dismissed due to excessive punishment while in lock-up. yesterday a top correctional officer at the marine corps base said manning was kept on suicide watch for a week. the officer said the commander did not follow a psychiatrist recommendation to take manning off suicide watch. a shake-up this morning in

virginia's race for governor. tom perielo announced he will not run for office. he said he couldn't put his full commitment behind the race. the decision leaves terry makulof as the lone democrat in the race. it is up for a judge to decide -- businessman greg hall filed for an appeal. the judge ruled that hall nor tiffany alston should get the race. governor martin o'malley asked a panel to withdraw his nomination after learning of his criminal past that included drug and gun charges. the judge ruled governor martin o'malley will pick the next delegate for the 24th district. virginia lawmakers continue their push to move fbi headquarters into the commonwealth. the lawmakers including senators jim webb and mark warner sent a letter to the general services administration to analyze the potential move, saying that many fbi employees already live in northern virginia as well as quantico. getting caught texting while

driving could soon land you in jail in virginia. but until it's approved, police in fairfax county are using a different method to crack down. it's a law called failure to pay full time attention and it allows officers to pull over drivers who are texting or distracted. in the past three years, those violations have nearly doubled from 7,000 drivers pulled over in 2009 to nearly 12,000 this year and last. lawmakers will take up the stricter texting laws next year. ten minutes until 6:00 now. a judge says a fairfax county woman will have to remove parts of her negative online review of a home contractor. jane perez complained about repairs to her townhouse on yelp and angie's list. she also claims some of her jewelry disappeared and that the contractor had the only other key to her home. the judge says that goes too far. she has to remove that accusation. >> people have the right to a review that is honest and truthful. if it's negative but it's true, that's fair. but when it's negative and

good morning, shartia. >> reporter: good morning, richard. apple has lost a bit of its shine. the tech giant's stock suffering its worst day in four years on wednesday, falling $37, or more than 6%. several factors have been at play, investors are worried apple may be giving up ground in the tablet market. nokia beat apple to the punch. there are also unconfirmed reports a clearinghouse firm is raising the margin requirements on apple stock. apple lost $35 billion in market value yesterday. to put that in perspective, guys, there are 417 companies listed on the s&p 500 index that have a market cap below $35 billion. meanwhile, zynga is rolling the dice. the online game maker has filed for a gaming license in nevada. the state allows companies to offer online poker, but it's unclear whether this is zynga's
